The following tweet was made via the official Watch Dogs Twitter...
"We've been working closely with @nvidia in order to create the best looking Chicago for #WatchDogs on PC_ https://www.youtube.com/watch?v=fWKOyqOJMmQ …"
Using the power that NVIDIA can provide and using the software and techniques they are able to try to make the best graphics. Using...
  • HBAO+ (Horizon Based Ambient Occlusion)
    • This is what is used to improve shadows and textured which allows it to look the best.
  • TXAA is also used.
    • This is an anti-aliasing technique that creates smoother images and prevents any lighting flickers that can occur while playing games.

You can tell from the footage that the game does look amazing. Showing detailed  shadows, lighting and textures, along with it's weather system. How close the console version will get to this, has yet to fully be seen .
